　　《广东省气象灾害预警信号发布规定》经2018年10月11日广东省人民政府第十三届25次常务会议通过，2018年10月25日公布，自2019年1月1日起施行。

　　The Provisions of Guangdong Province on the Release of Early Warning Signals of Meteorological Disasters, adopted at the25thExecutive Meeting of the 13thSession of the People’s Government of Guangdong Province onOctober 11, 2018 and promulgatedon October 25, 2018, shall enter into effect as ofJanuary 1, 2019.

　　广东省气象灾害预警信号发布规定

　　Provisions of Guangdong Province on the Release of Early Warning Signals of Meteorological Disasters

　　第一条为了加强气象灾害防御，避免、减轻气象灾害造成的损失，保护人民生命财产安全，根据《中华人民共和国气象法》《气象灾害防御条例》和《广东省气象灾害防御条例》等法律、法规，结合本省实际，制定本规定。

　　Article 1

　　These Provisions are formulatedin accordance with the Meteorology Law of the People’s Republic of China, the Regulations on the Prevention of Meteorological Disasters，the Regulations of Guangdong Province on the Prevention of Meteorological Disasters and other laws and regulations, in light of the specific situation of this Province, and for the purposes of strengthening the meteorological disaster prevention, preventing and reducing losses caused by meteorological disasters and safeguarding people’s lives and property.

　　第二条在本省行政区域和管辖海域内发布气象灾害预警信号的，应当遵守本规定。

　　Article 2

　　The release of early warning signals of meteorological disasters within the administrative region and jurisdictional sea area of this Province shall comply with these Provisions.

　　本规定的气象灾害预警信号（见附件）是本省防御气象灾害的统一信号。

　　For the purpose of these Provisions, the early warning signals of meteorological disasters (see Appendix) are the unified signals of the meteorological disaster prevention in this Province.

　　气象灾害预警信号由名称、图标、含义和防御指引组成，分为台风、暴雨、高温、寒冷、大雾、灰霾、雷雨大风、道路结冰、冰雹、森林火险等。

　　The early warning signals of meteorological disasters,composed of names, symbols, meanings and precaution guides, are divided into categories of typhoon, rainstorm, heat wave, cold, heavy fog, haze, thunder-gust, road icing, hail and wild fire.

　　第三条气象灾害预警信号由县级以上气象主管机构所属的气象台站统一发布。任何组织和个人不得向公众传播非气象主管机构所属气象台站提供的气象灾害预警信号。

　　Article 3

　　The early warning signals of meteorological disasters shall beuniformly released by a weather station subordinate to a competent meteorological authority at or above the county level. No organization or individual may disseminate to the public any early warning signal of meteorological disasters not provided by a weather station subordinate to a competent meteorological authority.

　　县级以上气象主管机构所属的气象台站应当根据天气变化情况，及时更新或者解除气象灾害预警信号，并通报本级人民政府有关应急处置部门和抢险单位。

　　The weather stations subordinate to the competent meteorological authorities at or above the county level shall update or lift the early warning signals of meteorological disasters in accordance with changes in the weather in a timely manner, and report such updating or lifting to relevant departments of emergency response and rescue units under the people’s governments at the same level.

　　第四条广播、电视、新媒体和有关通信运营单位应当及时播发气象主管机构所属气象台站提供的气象灾害预警信号或者相关信息。有关通信运营单位应当确保通过其公用通信网络传递的气象灾害预警信号传递畅通。播发气象灾害预警信号的具体办法，由省气象主管机构会同省广播电视、通信行业管理部门制定。

　　Article 4

　　The radio, television, new media and relevant units of communications operation shall promptly broadcast early warning signals of meteorological disasters or relevant information provided bytheweather stationssubordinate to thecompetent meteorological authorities. Relevant communications operation units shall ensure that the early warning signals of meteorological disasters are transmitted through their public communications network smoothly. The specific measures for broadcasting early warning signals of meteorological disasters shall be formulated by the provincial competent meteorological authority with the provincial management departmentsof radio, television and communications industry.

　　第五条各级人民政府应当加强对灾害性天气监测预报系统、气象灾害预警信号播发系统和防御系统基础设施的建设，不断提高本地的预警水平、播发质量和防御能力。

　　Article 5

　　People’s governments at all levels shallreinforcethe infrastructure construction of the monitoring and warning systems for severe weather and the release systems for early warning signals of and the prevention systems of meteorological disasters to enhance the local early warning level, broadcast quality and prevention capability.

　　第六条各级人民政府及有关部门应当参照本规定气象灾害预警信号中的防御指引，结合当地和本部门情况，制定防御气象灾害的具体措施。

　　Article 6

　　People’s governments at all levels and relevant departments shall,with reference to the precaution guides in the Early Warning Signals of Meteorological Disasters hereof and in light of the specific situation of the localarea and this Department,formulate specific measures for the meteorological disaster prevention.

　　第七条各级人民政府及有关部门、新闻媒体应当采取多种方式宣传气象灾害预警信号，提高公众防灾减灾意识和能力。

　　Article 7

　　People’s governments at all levels, relevant departments and news media shallpublicizeearly warning signals of meteorological disasters by various means to raise the public awareness and capability to prevent and mitigate disasters.

　　第八条单位和个人应当按照本规定以及当地人民政府或者有关主管部门的规定，采取措施，积极防御，避免或者减少灾害损失。

　　Article 8

　　Any unit or individual shall,in accordance with these Provisions and the provisions of local people’s governments or relevant competent departments, take measures for active prevention to avert or reduce losses caused by disasters.

　　第九条违反本规定第三条、第四条的规定，有下列行为之一的，由县级以上气象主管机构依照《气象灾害防御条例》的有关规定处罚；构成违反治安管理行为的，由公安机关依法给予处罚：

　　Article 9

　　Any unit or individual thatis in violation of Article 3 and Article 4 of these Provisions to commit one of the following acts shall be given penalties by the competent meteorological authorities at or above the county level in accordance with the Regulations on the Prevention of Meteorological Disasters; where the act constitutes a violation of public security management, such unit or individual shall be given penalties by public security organs in accordance with law:

　　（一）向公众传播非气象主管机构所属气象台站提供的气象灾害预警信号的；

　　(1) Disseminate to the public any early warning signal of meteorological disasters not provided by a weather station subordinate to a competent meteorological authority; and

　　（二）未按要求播发气象主管机构所属气象台站提供的气象灾害预警信号或者相关信息的。

　　(2) Fail to broadcast early warning signals of meteorological disasters or relevant information provided by a weather station subordinate to a competent meteorological authorityin accordance with the requirements.

　　第十条本规定自2019年1月1日起施行。2006年3月27日广东省人民政府第十届89次常务会议通过的《广东省突发气象灾害预警信号发布规定》同时废止。

　　Article 10

　　These Provisions shall become effective as of January 1, 2019. The Provisions of Guangdong Province on the Release of Early Warning Signals of Unexpected Meteorological Disasters adopted at the 89thExecutive Meeting of the 10thSession of the People’s Government of Guangdong Province on March 27, 2006 shall be repealed as of the same date.

　　一、台风预警信号

　　1. Early Warning Signals of Typhoon

　　台风预警信号分五级，分别以白色、蓝色、黄色、橙色和红色表示。

　　Early warning signals of typhoon fall into five grades indicated in white, blue, yellow, orange and red respectively.

　　（一）台风白色预警信号

　　1.1 White Early Warning Signal of Typhoon

　　图标：

　　Symbol:

　　含义：48小时内将受台风影响。

　　Meaning: Typhoon may affect within 48 hours.

　　防御指引：

　　Precaution Guides:

　　1.进入台风注意状态，警惕台风对当地的影响。

　　1.1.1 Pay attention to typhoon and keep alert to the influence of typhoon on the local region; and

　　2.注意通过气象信息传播渠道了解台风的最新情况。

　　1.1.2 Pay attention to the latest news about typhoon through broadcast channels for meteorological information.

　　（二）台风蓝色预警信号

　　1.2 Blue Early Warning Signal of Typhoon

　　图标：

　　Symbol:

　　含义：24小时内将受台风影响，平均风力可达6级以上，或者阵风8级以上；或者已经受台风影响，平均风力为6～7级，或者阵风8～9级并将持续。

　　Meaning: Typhoon may affect within 24 hours with the average wind intensity reaching wind force 6 or above, or the gust reaching wind force 8 or above; or typhoon has already affected with the average wind intensity reachingwind force 6 to 7, or the gust reaching wind force 8 to 9 and may continue.

　　防御指引：

　　Precaution Guides:

　　1.进入台风戒备状态，做好防御台风准备。

　　1.2.1 Keep alert to typhoon and make preparations for taking precautions against typhoon;

　　2.注意了解台风最新消息和政府及有关部门防御台风通知。

　　1.2.2 Pay attention to the latest news about typhoon and notices concerning precautions against typhoon issued by governments and relevant departments;

　　3.加固门窗和板房、铁皮屋、棚架等临时搭建物，妥善安置室外搁置物和悬挂物。

　　1.2.3 Reinforce doors, windows and such makeshift structures as brattices, iron houses and sheds, and properly arrange outdoor shelves and hanging articles; and

　　4.海水养殖、海上作业人员应当适时撤离，船舶应当及时回港避风或者采取其他避风措施。

　　1.2.4 Aquaculture and offshore working staff shall be evacuated in due time, and ships shall promptly return to ports to avert wind or take other precautions against wind.

　　（三）台风黄色预警信号

　　1.3 Yellow Early Warning Signal of Typhoon

　　图标：

　　Symbol:

　　含义：24小时内将受台风影响，平均风力可达8级以上，或者阵风10级以上；或者已经受台风影响，平均风力为8～9级，或者阵风10～11级并将持续。

　　Meaning: Typhoon may affect within 24 hours with the average wind intensity reaching wind force 8 or above, or the gust reaching wind force 10 or above; or typhoon has already affected with the average wind intensity reaching wind force 8 to 9, or the gust reaching wind force 10 to 11 and may continue.

　　防御指引：

　　Precaution Guides:

　　1.进入台风防御状态，密切关注台风最新消息和政府及有关部门发布的防御台风通知。

　　1.3.1 Take precautions against typhoon, and pay close attention to the latest news about typhoon and notices concerning precautions against typhoon issued by governments and relevant departments;

　　2.中小学校、幼儿园、托儿所应当停课，未启程上学的学生不必到校上课；上学、放学途中的学生应当就近到安全场所暂避或者在安全情况下回家；学校应当妥善安置在校（含校车上、寄宿）学生，在确保安全的情况下安排学生离校回家。

　　1.3.2 Primary and middle schools, kindergartens and nurseries shall suspend classes, and students who have not set out for school are not required to go to school; students who are on the way to school or on the way home shall take shelter in nearby safe places or go home in a safe situation; schools shall properly settle students who are at school (including those who are in school buses and boarding schools) andarrangestudents to go home in a safe situation;

　　3.居民应当关紧门窗，妥善安置室外搁置物和悬挂物，尽量避免外出；处于危险地带和危房中的人员应当及时撤离，确保留在安全场所。

　　1.3.3 Residents shall tightly close doors and windows, properly arrange outdoor shelves and hanging articles, and avoid going out; persons in dangerous zones or houses shall be evacuated to safe places in a timely manner;

　　4.停止户外集体活动，停止高空等户外作业。

　　1.3.4 Collective activities in open air and outdoor work high above the ground shall be stopped;

　　5.滨海浴场、景区、公园、游乐场应当适时停止营业，关闭相关区域，组织人员避险。

　　1.3.5 The beaches, scenic spots, parks and playgrounds shall stop operation in due time, close relevant areas and organize staff members to take shelter;

　　6.海水养殖、海上作业人员应当撤离，回港避风船舶不得擅自离港，并做好防御措施。

　　1.3.6 Aquaculture and offshore working staff shall be evacuated, and ships that return to ports to avert wind shall not leave ports without permission and shall take precautions; and

　　7.相关应急处置部门和抢险单位加强值班，实时关注灾情，落实应对措施。

　　1.3.7 Relevant departments of emergency response and rescue units shall increasetheir work shifts to pay attention to the influence of typhoon in real time and undertake measures.

　　（四）台风橙色预警信号

　　1.4 Orange Early Warning Signal of Typhoon

　　图标：

　　Symbol:

　　含义：12小时内将受台风影响，平均风力可达10级以上，或者阵风12级以上；或者已经受台风影响，平均风力为10～11级，或者阵风12级以上并将持续。

　　Meaning: Typhoon may affect within 12 hours with the average wind intensity reaching wind force 10 or above, or the gust reaching wind force 12 or above; or typhoon has already affected with the average wind intensity reaching wind force 10 to 11, or the gust reaching wind force 12 or above and may continue.

　　防御指引：

　　Precaution Guides:

　　1.进入台风紧急防御状态，密切关注台风最新消息和政府及有关部门发布的防御台风通知。

　　1.4.1 Take emergency precautions against typhoon, and pay close attention to the latest news about typhoon and notices concerning precautions against typhoon issued by governments and relevant departments;

　　2.中小学校、幼儿园、托儿所应当停课，学校应当妥善安置寄宿学生。

　　1.4.2 Primary and middle schools, kindergartens and nurseries shall suspend classes, and schools shall properly settle boarding school students;

　　3.居民避免外出，确保留在安全场所。

　　1.4.3 Residents shall avoid going out and ensure to stay in safe places;

　　4.停止室内大型集会，立即疏散人员。

　　1.4.4 Indoor massive rally shall be stopped and people be immediately dispersed;

　　5.滨海浴场、景区、公园、游乐场应当停止营业，迅速组织人员避险。

　　1.4.5 The beaches, scenic spots, parks and playgrounds shall stop operation and promptly organize staff members to take shelter;

　　6.加固港口设施；落实船舶防御措施，防止走锚、搁浅和碰撞。

　　1.4.6 Port facilities shall be reinforced and precautions for ships shall be undertaken, so as to prevent ships from drifting, being stranded and colliding; and

　　7.相关应急处置部门和抢险单位密切监视灾情，做好应急抢险救灾工作。

　　1.4.7 Relevant departments of emergency response and rescue units shall closely monitor the influence of typhoon to do well in emergency response, rescue and relief.

　　（五）台风红色预警信号

　　1.5 Red Early Warning Signal of Typhoon

　　图标：

　　Symbol:

　　含义：12小时内将受或者已经受台风影响，平均风力可达12级以上，或者已达12级以上并将持续。

　　Meaning: Typhoon may affect or has already affected within 12 hours, and the average wind intensity may reach wind force 12 or above, or has already reached wind force 12 or above and may continue.

　　防御指引：

　　Precaution Guides:

　　1.进入台风特别紧急防御状态，密切关注台风最新消息和政府及有关部门发布的防御台风通知。

　　1.5.1 Take special emergency precautions against typhoon, and pay close attention to the latest news about typhoon and notices concerning precautions against typhoon issued by governments and relevant departments;

　　2.中小学校、幼儿园、托儿所应当停课，学校应当妥善安置寄宿学生；建议用人单位停工（特殊行业除外），并为滞留人员提供安全的避风场所。

　　1.5.2 Primary and middle schools, kindergartens and nurseries shall suspend classes, and schools shall properly settle boarding school students; it is suggested that employers shall suspend operation (except for those in special industries), and stranded people shall be provided shelter from wind;

　　3.居民切勿外出，确保留在安全场所。

　　1.5.3 Residents shall not go out but stay in safe places;

　　4.当台风中心经过时风力会减小或者静止一段时间，应当保持戒备和防御，以防台风中心经过后强风再袭。

　　1.5.4 Keep alert and preventive when the typhoon center passes through, during which the wind force may reduce or become still for a certain period of time, so as to take precautions against strong wind which may blow up all of a sudden after the typhoon center passes through; and

　　5.相关应急处置部门和抢险单位严密监视灾情，做好应急抢险救灾工作。

　　1.5.5 Relevant departments of emergency response and rescue units shall closely monitor the influence of typhoon to do well in emergency response, rescue and relief.

　　二、暴雨预警信号

　　2. Early Warning Signals of Rainstorm

　　暴雨预警信号分三级，分别以黄色、橙色、红色表示。

　　Early warning signals of rainstorm fall into three grades which are indicated in yellow, orange and red respectively.

　　（一）暴雨黄色预警信号

　　2.1 Yellow Early Warning Signal of Rainstorm

　　图标：

　　Symbol:

　　含义：6小时内本地将有暴雨发生，或者已经出现明显降雨，且降雨将持续。

　　Meaning: There may be a rainstorm in the local area within the next 6 hours, or has already been obvious rainfall, and the rain may continue.

　　防御指引：

　　Precaution Guides:

　　1.进入暴雨戒备状态，关注暴雨最新消息。

　　2.1.1Be on the alert forthe rainstorm and pay attention to the latest news about the rainstorm;

　　2.中小学校、幼儿园、托儿所应当采取适当措施，保证学生和幼儿安全。

　　2.1.2 Primary and middle schools, kindergartens and nurseries shall take proper measures to guaranteethe safety of students and children;

　　3.驾驶人员应当注意道路积水和交通阻塞，确保安全。

　　2.1.3 Drivers shall pay attention to roads with accumulated water and traffic jam, so as to ensure safety; and

　　4.做好低洼、易涝地区的排水防涝工作。

　　2.1.4 Do well in preventing water logging and draining water in the low-lying and easily-flooded places.

　　（二）暴雨橙色预警信号

　　2.2 Orange Early Warning Signal of Rainstorm

　　图标：

　　Symbol:

　　含义：在过去的3小时，本地降雨量已达50毫米以上，且降雨将持续。

　　Meaning: The rainfall in the local area has reached 50 mm or above in the past 3 hours, and the rain may continue.

　　防御指引：

　　Precaution Guides:

　　1.进入暴雨防御状态，密切关注暴雨最新消息。

　　2.2.1 Take precautions against the rainstorm and pay close attention to the latest news about the rainstorm;

　　2.学生可以延迟上学；上学、放学途中的学生应当就近到安全场所暂避。

　　2.2.2 Students may delay to school; students who are on the way to school or home shall take shelter in nearby safe places;

　　3.暂停户外作业和活动，尽可能留在安全场所暂避。

　　2.2.3 Outdoor work and activities shall be suspended and the personnel shall take shelter from the rainstorm in safe places as soon as possible;

　　4.行驶车辆应当尽量绕开积水路段及下沉式立交桥，避免穿越水浸道路，避免将车辆停放在低洼易涝等危险区域。

　　2.2.4 Drivers shall circumvent roads with accumulated water or sunken overpass to avoid crossing flooded roads, and avert parking vehicles in such dangerous areas as low-lying and easily-flooded places;

　　5.相关应急处置部门和抢险单位应当加强值班，密切监视灾情，对积水地区实行交通疏导和排水防涝；转移危险地带和危房中的人员到安全场所暂避。

　　2.2.5 Relevant departments of emergency response and rescue units shall increase their work shifts to pay attention to the influence of the rainstorm, and practice traffic guidance, drain water and prevent water logging in areas with accumulated water; people in dangerous zones and ramshackle houses shall be evacuated to safe places to take shelter from rainstorm;

　　6.对低洼地段室外供用电设施采取安全防范措施。

　　2.2.6 Take safety precautions for outdoor facilities for electric power supply and use in the low-lying places; and

　　7.注意防范暴雨可能引发的内涝、山洪、滑坡、泥石流等灾害。

　　2.2.7 Take precautions against such disasters as water logging, flash flood, landslide and mudslide caused by the rainstorm.

　　（三）暴雨红色预警信号

　　2.3 Red Early Warning Signal of Rainstorm

　　图标：

　　Symbol:

　　含义：在过去的3小时，本地降雨量已达100毫米以上，且降雨将持续。

　　Meaning: The rainfall in the local area has reached 100 mm or above in the past 3 hours, and the rain may continue.

　　防御指引：

　　Precaution Guides:

　　1.进入暴雨紧急防御状态，密切关注暴雨最新消息和政府及有关部门发布的防御暴雨通知。

　　2.3.1 Take emergency precautions against the rainstorm, and pay close attention to the latest news about the rainstorm and notices concerning precautions against the rainstorm issued by governments and relevant departments;

　　2.中小学校、幼儿园、托儿所应当停课，未启程上学的学生不必到校上课；上学、放学途中的学生应当在安全情况下回家或者就近到安全场所暂避；学校应当保障在校（含校车上、寄宿）学生的安全。

　　2.3.2 Primary and middle schools, kindergartens and nurseries shall suspend classes, and students who have not set out for school are not required to go to school; students who are on the way to school oron the way home shall go home in a safe situation or take shelter in nearby safe places; schools shall ensure the safety of students who are at school (including those who are in school buses and boarding schools);

　　3.停止户外作业和活动，人员应当留在安全场所暂避；危险地带和危房中的人员应当撤离。

　　2.3.3 Outdoor work and activities shall be stopped and the personnel shall take shelter from the rainstorm in safe places; people in dangerous zones and ramshackle houses shall be evacuated;

　　4.地铁、地下商城、地下车库、地下通道等地下设施和场所的经营管理单位应当采取有效措施避免和减少损失，保障人员安全。

　　2.3.4 Business administration units of such underground facilities and places as metros, underground shopping malls, underground garages and underground passages shall take effective measures to avoid and reduce losses and ensure the safety of personnel;

　　5.对低洼地段室外供用电设施采取安全防范措施。

　　2.3.5 Take safety precautions for outdoor facilities for electric power supply and use in the low-lying places;

　　6.行驶车辆应当就近到安全区域暂避，避免将车辆停放在低洼易涝等危险区域，如遇严重水浸等危险情况应当立即弃车逃生。

　　2.3.6 Drivers shall take shelter in nearby safe places and avert parking vehicles in such dangerous areas as low-lying and easily-flooded places. For example, when confronted with such dangerous situation as severe water logging, drivers shall abandon their vehicles and escape; and

　　7.相关应急处置部门和抢险单位应当严密监视灾情，做好暴雨及其引发的内涝、山洪、滑坡、泥石流等灾害应急抢险救灾工作。

　　2.3.7 Relevant departments of emergency response and rescue units shall closely monitor the influence of the rainstorm to do well in emergency response, rescue and relief for the rainstorm and such disasters as water logging, flash flood, landslide and mudslide caused by rainstorm.

　　三、高温预警信号

　　3. Early Warning Signals of Heat Wave

　　高温预警信号分三级，分别以黄色、橙色、红色表示。

　　Early warning signals of heat wave fall into three grades which are indicated in yellow, orange and red respectively.

　　（一）高温黄色预警信号

　　3.1 Yellow Early Warning Signal of Heat Wave

　　图标：

　　Symbol:

　　含义：天气闷热，24小时内最高气温将升至35℃或者已经达到35℃以上。

　　Meaning: It is stifling hot and the temperature will rise within the next 24 hours to 35℃ or has reached to 35℃ or above.

　　防御指引：

　　Precaution Guides:

　　1.注意防暑降温。

　　3.1.1 Pay attention to lowering the temperature to prevent heatstroke;

　　2.避免长时间户外露天作业或者在高温条件下作业。

　　3.1.2 Avoid working outdoor or in high-temperature environment for a long time; and

　　3.加强防暑降温保健知识的宣传。

　　3.1.3 Strengthen the dissemination of the health care knowledge about lowering the temperature to prevent heatstroke.

　　（二）高温橙色预警信号

　　3.2 Orange Early Warning Signal of Heat Wave

　　图标：

　　Symbol:

　　含义：天气炎热，24小时内最高气温将升至37℃以上或者已经达到37℃以上。

　　Meaning: It is hot and the temperature will rise within the next 24 hours to 37℃ or has reached to 37℃ or above.

　　防御指引：

　　Precaution Guides:

　　1.做好防暑降温，高温时段尽量避免户外活动，暂停户外露天作业。

　　3.2.1 Do well in lowering the temperature to prevent heatstroke, avoid outdoor activities and suspend outdoor work at highest temperaturein a day;

　　2.注意防范因电线、变压器等电力设备负载过大而引发火灾。

　　3.2.2 Pay attention to guarding against fire caused by heavy load for electric equipment including wire and transformer;

　　3.注意作息时间，保证睡眠，必要时准备一些常用的防暑降温药品。

　　3.2.3 Pay attention to schedule of work and rest, so as to ensure sleep, and when necessary, prepare some medicine usually used for lowering temperature and preventing heatstroke;

　　4.有关单位落实防暑降温保障措施，提供防暑降温指导，有条件的地区开放避暑场所。
